How to merge and reorder PDFs without uploading them

Merging PDFs sounds trivial until you have eight files in the wrong order and a deadline. The goal is a predictable workflow: add files, set the order, export once.
A repeatable approach
- Gather every file you need before you start, so you're not re-opening the tool.
- Add them all at once, then drag to reorder rather than re-adding.
- Scan the final list top to bottom — that's exactly the page order you'll get.

When to split instead
